Subject: Annual Reporting Requirements
The Philadelphia Parking Authority Taxicab and Limousine
Regulations require all certificate holders file annual financial reports on
April 30 of each year for the preceding calendar year.
This is a reminder that each company holding a certificate
of public convenience must file an income statement and balance sheet on the
attached forms by April 30, 2007. In addition a copy of the most current income
tax return for the company must be included. All filing and reporting
requirements are being enforced.
PPA regulations require all proprietary and confidential
information collected by the
Authority not be divulged to anyone without good cause. The
information will not be made public.
This information is required in order for the Philadelphia
Parking Authority to carry out its duties to the customers of taxicabs and
limousines in the city of Philadelphia. It is the obligation of the Authority to
promote and ensure that industry standards benefit the health, safety and
welfare of the general public.

Dear PPA Certified Dispatchers, Taxi Drivers and Medallion Owners:
As we approach a critical point in the Hospitality Project, the system "Go Live"
date, PPA TLD staff are very interested in hearing from those of you who have
come on line and have been using the new VTS Coordinated Dispatch System. As
most of you know, the "Go Live" date signifies the date by which all certified
dispatchers and their affiliated medallion taxis have been installed with the
new equipment and the Coordinated Dispatch System declared operational. The "Go
Live" date is currently projected to fall at the end of January, 2007.
We currently have a majority of certified dispatchers and their affiliated
medallion taxis installed with the new system software and hardware. Once the
"Go Live" date has been declared, a six month "fine tuning" phase during which
any system problems or issues you or PPA may have with any aspect of the system
may be addressed. In order to maximize the fine tuning potential afforded by
this contractual provision, we would like to gain your input prior to initiating
that period.
We would like to know what types of problems you have been experiencing, your
suggestions for improving the system in any way and your comments about what you
like about the system.
Feel free to comment on the following:
* Ease of use of the system by you/your call-takers
* Is training adequate for dispatchers and or drivers
* Riding public response/feedback
* Credit card processing features/driver payments
* VTS service/assistance
* Adequacy of Panic Button dispatch alert/notification when engaged by drivers
* Frequency of outages or loss of connectivity and ability of driver to continue
to provide service
* Navigational assistance feature
* Text message dispatch of jobs vs. radio dispatch

have regarding the system from this point forward.
